NCAA Cracks Down on Illegal Charter Operators


The Nigerian Civil Aviation Authority (NCAA) is taking strict action against private aircraft operators who are violating regulations around commercial charter flights.

In a statement released today, the NCAA announced that heightened surveillance has revealed at least three private operators conducting illegal charter operations in violation of the Permit for Non-Commercial Flight (PNCF) provisions and Part of the Nigerian Civil Aviation Regulations 2023.

The NCAA warning extends to existing Air Operator Certificate (AOC) holders as well. These certified commercial airlines are prohibited from using aircraft listed under their PNCF for commercial charter operations. Any AOC holder wishing to use PNCF-listed aircraft for charters must first apply to the NCAA to remove those aircraft from the PNCF and add them to their AOC operating specifications.

“It must be emphasized that only aircraft listed in the Operation Specifications of the AOC are authorized to be used in the provision of such charter services. Any of those AOC holders who wish to use the aircraft for charter operations must apply to the NCAA to delist the affected aircraft from the PNCF and include it into the AOC operations specification,” the NCAA statement reads.

The civil aviation authority is urging the public to avoid utilizing any charter operator who does not hold a valid Air Operator’s Certificate issued by the NCAA. Legitimate operators are being encouraged to report any unscrupulous illegal charter activity to the NCAA for enforcement action.

The crackdown comes as the NCAA looks to reign in commercial charter flights being conducted under invalid operating certificates and without following proper safety regulations. Violators face penalties and possible revocation of aviation permits.
